Windows 10 1703 initial setup on scripted install

I am able to install Windows 10 1607 flawlessly with the following steps:

• Install WinPE
• Boot to Automation
• Erase Disk
• Partition Disk
• Install w10x64
• Boot to Production
• Join domain

If I run this exact same sequence with Windows 10 1703, they all run successfully, however, on first boot, I'm greeted with the Windows setup: "Let's start with region, is this right?"

If I click my way through this setup, I'm greeted with the domain logon screen, so that works, however, when I finish up a scripted install, I'd like for the logon screen to be facing the user--not the OOBE setup.

Thoughts?
